Sebrina Tate
President/Chief Executive Officer

Sebrina began her professional career as a social work supervisor in a small organization committed to ensuring child welfare and safety. Today, she has over 30 years of experience in the field, working in diverse roles and across multiple domains. She has worked as an administrator in various aspects of the social work field including Mental and Behavioral Health, Housing, Education, Social Services, and Community Relations.

Born, raised, and educated in the Philadelphia area, Sebrina earned her Bachelor of Social Work degree from Temple University. She continued her education in Washington DC where she attended Howard University and obtained her Masters of Social Work (MSW).

Sebrina joined Bebashi after leaving her role as Director of Student Services at a small for-profit company that provides behavioral support to primarily autistic students throughout the state of Pennsylvania. She was instantly drawn to Bebashi’s mission to empower people to enhance the quality of their health and overall well-being.

In her current role as President and CEO, Sebrina focuses on ensuring that uninsured and underinsured residents of the city of Philadelphia receive the services they need. Her primary goal is to close the health disparity gaps that exist in underrepresented groups in the city through education, nutrition, and preventive healthcare services.

Nafisah Houston
Chief Operating Officer

Nafisah has worked with Bebashi since 2012 and has held several roles within the organization.

She started her career as a medical case manager and support group facilitator, and quickly moved into leadership positions as team leader and, most recently, assistant supervisor of medical case management.

Nafisah manages Bebashi’s Community Advisory Board, which provides quality assurance for client related services, and oversees the organization’s Electronic Medical Record Systems. She has participated on two strategic planning projects for the expansion of the organization and has assisted with developing Bebashi’s performance evaluation tool and leading the staff morale club.

Nafisah earned her Bachelor of Social Work degree from Temple University and Master of Science in Psychology from Walden University.

She joined Bebashi twelve years ago because of her love of serving the community and her passion for ensuring that marginalized communities attain access to resources that they often do not receive.

She was promoted to Chief Operating Officer in July of 2024 as part of Bebashi’s continued expansion.

Dr. Frank Franklin
Chief of Strategic Initiatives

Dr. Franklin trained in Injury Epidemiology and Prevention at The Johns Hopkins University School of Public Health, where he received his Ph.D. He received his public health training from the Morehouse School of Medicine and a B.S. in Biology from Morgan State University. Dr. Franklin has post-doctoral training in health policy (David Satcher Health Leadership Institute, Center for Health Policy) and forensic epidemiology (Oregon Health & Science University). In addition to a Ph.D., Dr. Franklin holds a Juris Doctor from Drexel University, Kline School of Law.

Dr. Franklin has served as the former Interim Health Commissioner and Deputy Health Commissioner for the city of Philadelphia Department of Public Health. He has over fifteen years of population health and program management in the areas of youth violence prevention, chronic disease and injury prevention as well as Substance Use and Mental Health Services.  Dr. Franklin is a former member of the Board of Scientific Counselors (BSC), National Center for Injury Prevention and Control (NCIPC), Centers for Disease Control and Prevention (CDC). He currently serves as a member of the International Advisory Council, a research advisory board of the Monell Chemical Senses Center (Monell Center), the Healthcare Innovation Council, University City Science Center, the Board of Directors at the American Heart Association, Philadelphia, and he is a Fellow of The College of Physicians of Philadelphia.
