There are over 300,000 Philadelphians legally unable to identify themselves.
A report by the National Law Center on Homelessness and Poverty notes that without a photo identification card, people often find that they cannot secure stable housing, obtain employment, and/or receive basic services. The report also states that the greatest barrier to obtaining photo identification is the inability to pay the fee. In partnership with Philly Restart, Bebashi helps individuals living in poverty overcome these obstacles by paying for their state photo identification card.
